COBRA stands for the Consolidated Omnibus Budget Reconciliation Act of 1985, a Federal Law, which requires certain employers with 20 or more employees to comply with the Act. COBRA enables covered employees and/or qualified beneficiaries to continue their health care coverage if coverage is lost due to certain qualifying events. The state of California has passed two laws expanding this benefit for California employers. CAL-COBRA expands this benefit to employers with between 2 and 20 employees.
